Irfan Murtadho Agtyaputra: Championing Responsible AI and Digital Governance

Irfan Murtadho Agtyaputra’s interest in information technology began in primary school, when playing computer games sparked his curiosity about how technology worked. What started as a hobby soon developed into an interest in graphic design, video editing and website development, laying the foundation for a career in public-sector digital transformation.

Today, Irfan works as an Information Technology (IT) System Analyst at the Indonesian Ministry of Finance, where he supports cross-unit data integration, strengthens digital governance and develops systems that support evidence-based decision-making.

Through his role at the State Property Management and Procurement Bureau of the Secretariat General, he has contributed to the development of information systems, website management and data analysis to improve state asset governance and organisational efficiency.

For Irfan, technology is not simply about building systems. It is about creating practical solutions that improve public services, strengthen institutional collaboration and support more responsive governance. 

Broadening Perspectives Through Higher Education 

After completing a Bachelor’s degree in Electrical Engineering and Information Technology at Universitas Gajah Mada, Irfan joined the Australia Awards Split-Site Masters Program in 2023. Through the program, he completed a Masters of Information Technology at Universitas Indonesia and a Masters of Information Systems at The University of Melbourne (UniMelb). 

‘The opportunity to pursue a master's degree through the Australia Awards program broadened my perspective, allowing me to understand technology not only from a technical perspective but also from a strategic and holistic perspective,’ he said.

The experience strengthened his motivation to contribute to Indonesia’s public sector through technology-driven innovation and evidence-based policymaking. Studying across two countries also encouraged him to become more adaptive and comfortable navigating different academic and professional environments.  

According to Irfan, one of the greatest strengths of the Split-Site Masters Program was its gradual transition model, which enabled awardees to begin their studies in Indonesia before continuing in Australia. This structure helped students adapt academically and culturally while benefiting from two distinct learning environments.

‘The combination of cross-border academic experience, dual networks, a gradual adaptation process and its relevance to strengthening public governance capacity makes this program highly valuable,’ he shared.

Beyond technical knowledge, Irfan developed a more strategic understanding of technology's role in government. His studies deepened his knowledge of policy, systems integration, data interoperability and evidence-based decision-making, areas that are increasingly important as governments navigate complex digital transformation challenges.

Learning to Lead in a Digital Environment 

Irfan said that the Australia Awards experience significantly strengthened his capacity as an IT practitioner in the public sector, particularly in understanding the broader role of digital transformation in government institutions. 

At The University of Melbourne, he took a subject ‘Artificial Intelligence (AI) in Organisations’, which expanded his understanding of how artificial intelligence can be responsibly implemented within government institutions. 

‘I gained a strategic perspective on utilising IT to support more integrated, data-driven and service-oriented governance,’ he said.

The experience also strengthened his intercultural communication and collaboration skills. Working with peers from diverse backgrounds taught him the importance of listening to different perspectives, building professional relationships and approaching challenges with empathy and adaptability.

He described studying in Australia as an experience that encouraged him to think critically, communicate ideas more confidently and work collaboratively in multicultural settings.

“I have integrated these values into my daily work and delivering digital solutions aligned with organisational needs,’ he said.

After returning to Indonesia, Irfan applied these lessons directly to his work at the Ministry of Finance. He has contributed to the development of information systems, supported data integration initiatives and introduced digital solutions aligned with organisational priorities.

At the same time, he actively shares knowledge with colleagues and leaders to more adaptive workplace culture for digital transformation.

Strengthening Data Governance and Public Services

As part of his role at the Ministry of Finance, Irfan contributes to strengthening data governance and improving the use of the information systems to support organisational transformation.

His responsibilities include preparing managerial support materials based on valid and evidence-based data to assist leadership decision-making. He also utilises artificial intelligence tools to streamline analysis, accelerate information processing, and enhance the efficiency and accuracy of the workflow.

For Irfan, effective digital transformation depends not only on technology itself, but also on the ability of institutions to build reliable systems, strengthen collaboration and develop human resource capacity.

One project he is currently involved in is the development of an innovative state housing management information system designed to support employee welfare improvements within the ministry.

The system enables employees to access information about nearby facilities, apply for state housing, monitor occupancy rates, and receive updates on residential management. In the future, the platform is expected to support utility payments and integrated business space management.

‘Through this initiative, I aim to ensure that the use of IT not only enhances administrative efficiency but also delivers a tangible improvement in the quality of the organisation’s internal services,’ he said. 

Supporting Indonesia’s Digital Transformation

Reflecting on his professional and academic journey, Irfan believes that successful digital transformation requires more than technological infrastructure. It also depends on strong data governance, organisational readiness and the collaboration across institutions. 

In his view, IT practitioners in government have important responsibilities to develop applications and ensure that data can be effectively used to support accurate decision-making, strengthen coordination and improve public service delivery.

Looking ahead, Irfan hopes to take on a more strategic role within the Ministry of Finance and across government agencies, contributing to organisational transformation using information technology and artificial intelligence.

‘I believe that information and communication technology plays a highly strategic role in advancing government digital transformation in Indonesia, not only as a tool for automating services, but also as a foundation for transforming bureaucratic processes to become more integrated, transparent and data-driven,’ he said. 

He also highlighted the importance of the Electronic-Based Government System (SPBE) framework, which aims to create more adaptive, efficient and responsive governance by integrating business processes, data, applications and infrastructure into a unified digital public service ecosystem.

Irfan believes that digital transformation is ultimately about creating systems that better serve people. By combining technical expertise with strategic thinking, collaboration and commitment to public service, he hopes to contribute to a more inclusive and effective digital future for Indonesia.
