Project Rationale:
Indonesian Law No. 8 of 2016 is specially concerning on persons with Disabilities, provides respect, protection and fulfillment of their rights as dignified citizens. This policy needs to have a derivative in the regions to be able to provide perspectives and understandings that are in accordance with local characteristics/wisdom.
So far, many rights and needs of people with disabilities that have not been fulfilled both policies and its basic public services. The allocation of government programs has not been evenly distributed for these people with special needs. Even during the pandemic, this group is getting more and more depressed by the impact of the COVID-19. Most people with disabilities do not receive government social assistance (Bansos). This issues has not been supported by regional policies . For example, when the disabled community wants to advocate or "negotiate" their rights.
Taking a closer look at the problem of disabled people, there are still many things that need to be done and there must be a fixed regional policy.During the last 2 years, the disabled community in Kediri Regency has approached legislative partners to encourage the regional policy that hopefully can regulate the fulfillment of community inclusion rights. Currently, the inclusion policy agenda has been included in the 2021 regional legislation program plan. This is an important momentum to oversee the advocacy of the legislative process for the fulfillment of community inclusion rights until the final approval of the regulations. It is hoped that the regional regulation will become a legal umbrella for a better inclusive regional development.
