Delivering good public policy is hard at the best of times. There are usually legal mechanisms and structured processes to implement policies. However, when corruption is present, good public policy is distorted. Corruption costs governments and businesses trillions of dollars per year, it adds substantially to costs of goods and services, but most importantly it damages policy objectives, diminishes trust and reduces public value.
